They grew it. Italy was a land of large farms, vineyards and olive groves. If the demand were greater than the supply, the Romans would import foods. Egypt and Sicily were the two main wheat growing provinces while Spain supplied top grade olive oil. The means of importation was usually by ship. Overland caravans were used, but they were expensive and time consuming. The ships could carry more cargo, did not have to be fed and watered like pack animals and generally made the trips faster.
