There was a punishment involved for being caught. This was to teach them to be sly in military situation. To give you an idea of how horrible the punishment was, there is a true account on a Spartan who, when asked if he stole an animal (for food), which was in his shirt, he refused to talk and say yes. Meanwhile, while this question was being asked, this animal was eating away at his stomach-area. He died there. They had harsh methods, but their goal was to raise tough and militarily prepared soldiers. Which they seemed to have done very well, as the average Spartan did not fear death, for what worse could life have been than what they have already experienced? As a random fact, they were not allowed to visit other city-states, most likely because they could see how other city-states work and want to stay there instead of Sparta, as they were considered the harshest city-state.
