Narmer is thought to be the successor to the predynastic Scorpion, who might have been the king of Thinis -before it was destroyed and then rebuild by Narmer (i think that is what happened anyway)- and Narmer's father. Narmer is considered to be the founder of the first dynasty and therefore the first king of all Egypt. The people of Thinis called him 'the Golden One' but I do not know much this is only what I think, most likely not true. But if you want answers read Jackie French's book called 'Pharaoh' it is about Narmer and is based on the real historical events.
Narmer was also the first pharaoh, because he united Upper and Lower Egypt.

If you mean why can't just anyone become pharaoh, it's because you have to be the oldest surviving son of the old pharaoh to become pharaoh, or I think if the son(s) perished, then the husband of the daughter of the old pharaoh. And, anyway, Egypt moved out of that system of government AGES ago, just to let you know.
