The first form of government in ancient Rome was a monarchy which lasted from its foundation in 753 BC to 509 BC. It was replaced by the Roman Republic which in turn was replaced by rule by emperors in 27 BC. The latter lasted until 476 BC.

In the beginning of the Roman Society they did have kings. The Romans were ruled by seven kings before one lost the trust of the people and they rebelled, setting up a complicated but very efficient mode of governing.

The final Etruscan King (who ruled Rome) was Tarquinius Superbus, or Tarquin the Proud. His son's rape of Lucretia resulted in his exile.

Yes and no. The position of dictator was an appointed office under the republic. It was only used when there was a crises of some type (usually a war) and the senate could not agree on how to solve it. It was meant to be a temporary position and when the crises was resolved the dictator was expected to resign. Over the span of the republic there were 87 dictators. Julius Caesar being the last.

The ancient Rome we think of is either the Republic or the Principate, but it did begin as a monarchy and remained under that form of government for two hundred and twenty-six years.
