But lots of slaves were not from Rome, or were from a different part of the world.

Slavery nor Roman citizenship was based on race or even religion. Ancient Israelites for example could attain citizenship. It was a social-political method the Rome used to keep conquered enemies loyal to Rome. Slavery had long been an ancient practice long before there was an ancient Rome.
