Disregard the above two answers. Most civilizations usually have some kind of government. They also are usually near a water source or are on fertile land. The people of the civilizations generally have the same kind of culture and tradition.

The common features of civilization are:

* There must be a leader or government. There must be things to make people's life better: water, road, drains, hospitals, schools and good houses.

* Ther must be things to do in people's free time: sports, libraries, parks, restaurants and cinema. There must be things which are beautiful: statues, art and gardens.

*There must be laws and order. This means a government and a police force. People must use the laws to settle their quarrels.

*There must be shops and markets. Then people do not have to make everything for themselves. They can buy many different things.

*There must be a way of protecting from enemies. This could be walls or castles, or peace talks to avoid wars.
