In the movie 2001 the Obelisk appears each time the civilization seems to reach the apogee or height of their universe. They become masters of that universe with the tools and knowledge they've been able to acquire, and then once again they are infants in the new world that they've stepped into. They go from Masters of their universe to infants as they step into the next phase of their evolution both physical and academically, and sociologically. Once the "hairy Humanoids" discover weapons, they then have the advantage and ability to "conquer" their environment and enemies. They have exhausted their environment and have mastered it and are then ready to "move on" to bigger and better things with the solace of knowing that they are the top of the food chain as it were, no longer hindered by the fear of being overrun by rival clans and they can now concentrate on higher aspirations without the fear of starving or being obliterated by other tribes. They are now the ones to be feared and with the new found security can concentrate on other aspects of a developing civilization. And that's all I have to say about that!
