well typically Greece was divided into many big and small city states run by many leaders. This developed to be their flaw because 1 it takes so long to gather the troops and 2 a whole bunch of leaders do not get along well, especially Greek leaders in that age. When Persia came it was up to the Sparta alliance to take care of things as was designed but due to the city states they were slowly but surely picked off and destroyed by the numerous numbers of the Persian army.
