That would be the period of 63 BC - 14 AD (from Catiline's failed conspiracy to the death of Augustus). Time period which streched from 63 BC to 31 BC was known as The Age of Cicero. Even tough Cicero died in 42 BC his works were highly appreciated and studiedafter his death thus becoming the back bone of most of the works that were made in that period. From 31 BC - 14 AD, known as The Age of Augustus, provided us with authors such as Virgil, Horace, Catulus, Ovid, Tacitus and many more artists. Augustus was a great patron of art. But the golden age of Rome was not entirely in art, but in social aspect a well. At the time Augustus reached the imperial purple, the empire was wrecked by civil wars that almost destroyed it during the first centry BC. Augustus brought with his reforms a time of peace and prosperity al over the empire, known as the PAX ROMANA.

Although Cicero himself was an exceptional figure in Roman history it was actually the period before Cicero which was the so called 'Golden Age'. The central theme of his De res publica was reviving Rome from the instability that has plagued it since the days of Scipio Africanus and the Punic wars of 2nd century B.C when Rome truly had a Republican constitution as opposed to the current Consuls(head of state with 1 year term) which had begun to enact unconstitutional measure to extend there powers culminating in the end of the Roman Republic in 27 B.C and the establishment of the principate/empire by Augustus.

The Golden Age of Rome was a time period, not an emperor. However the emperor who reigned during that time was Augustus.
