During the Peloponnesian War, fought in ancient Greece between 431 and 404 B.C.E., the two primary combatants were Sparta and Athens. Quite importantly throughout this conflict, both of these city-states, while powerful in their own right, had various allies (organized into distinct leagues or alliances) from around Greece whose support was crucial. Much of the effort of the primary combatants was spent on keeping their allied city-states in line and drawing in new allies to assist in the war-effort.
