One claim was that the Romans were very adaptable. They adopted the manupular military formation of their enemies, the Samnites because it provided more flexibility, especially for mountain warfare. When they needed to develop a navy to fight the Carthaginians, who had a great navy, they modelled their ships on the Carthaginian ones. They readily adopted foreign gods and customs to facilitate the integration of the conquered peoples. There are many other such examples.
