The polis/ kingdom that was famous in ancient Greece for its army organization and training was Sparta.
Citizens were expected to participate in government and defend the polis. Polis did not do so because they were denied the chance to do so.

The negative side of strong loyalty of citizens in their mostly had to do with constant warfare. Polis had a tendency to antagonize and attack other polis, sometimes whole city states would be destroyed as in the case of Plataea and Sybaris.

The polis, or city-state had several defining factors. The polis had it's own internal government and set of laws. Each polis had it's own military. Each polis had and agora, also known as a market and civic center. Finally each polis in Greece functioned independently from the city-states.
