It was only one man who founded the city of Rome. The legend of the foundation of Rome is the legend of the twin brothers Romulus and Remus. However, it was only Romulus who founded the city.

Romulus and Remus had a dispute over the foundation of Rome. Romulus wanted to found it on the Palatine Hill, one of the hills which were to become the Seven Hills of Rome. Remus wanted to found it on the Aventine Hill. Romulus won the dispute and begun to build a sacred wall around the Palatine Hill. Remus spitefully trespassed the sacred wall and either Romulus or his lieutenant killed him (there are different variations in how the legend was told). Romulus was the founder and the first king of Rome.
