This quote is from Pericles' Funeral Oration, c.490 BCE from Thucydides, The Peloponnesian War.

Text

Let me say that our system of government does not copy the institutions of our neighbours. It is more the case of our being a model to others, than of our imitating anyone else. Our constitution is called a democracy because power is in the hands not of a minority but of the whole people. When it is a question of settling private disputes, everyone is equal before the law; when it is a question of putting one person before another in positions of public responsibility, what counts is not membership of a particular class, but the actual ability which the man possess. No one, so long as he has it in him to be of service to the state, is kept in political obscurity because of poverty. And, just as our political life is free and open, so is our day-to-day life in our relations with each other. We do not get into a state with our next-door neighbour if he enjoys himself in his own way, nor do we give him the kind of black looks which, though they do no real harm, still do hurt people's feelings. We are free and tolerant in our private lives; but in public affairs we keep the law. This is because it commands our deep respect.

Who created Greek democracy?

Greek democracy is primarily attributed to Cleisthenes, a statesman from Athens, who introduced significant reforms around 508-507 BCE. His changes laid the foundation for a system of direct democracy, enabling citizens to participate in decision-making. These reforms expanded political participation beyond aristocrats to include a broader segment of the population, though it still excluded women, slaves, and non-citizens. Thus, while Cleisthenes is often called the "Father of Athenian Democracy," the concept evolved over time through contributions from various leaders and citizens.

What is it called when government is run by the people?

Democracy as we know it IS "a government that is run by each and every persons own vote". The problem with Democracy is that it is tyranny of the majority over the minority. The U.S. Government was set up as a Constitutional Republic, NOT a Democracy, so that even the minority has a voice, and so the Majority doesn't rule over the Minority. - Pat Riot

Is constitution necessary in a stable democracy?

Rule of law is necessary for a stable democracy but it does not need to be a written constitution. Some countries (most known is the UK) have no single constitutional document. Their constitution is merely a set of laws and principles. This is called an uncodified or unwritten constitution. New Zealand is another country without a single constitutional document.

James Madison has been called the Father of the Constitution' because he?

contributed most to the writing of the Constitution

Why does Madison reject pure democracy in favor of representative democracy?

Many people had argued against the new Constitution claiming that the US would be too large to govern as a democracy (republic) and had too many groups, or “factions,” as political parties were then called. While Madison acknowledged that there were many differing factions, he also indicated that a democratic form of government, using the ideal of majority rule, would tame the factions and cause them to work together as much as possible. He claimed that the republican form of government created by the new Constitution would allow all the factions the room and venues to express themselves and to influence the workings of government by getting their members elected and/or appointed to offices. Minority groups would be protected because the factions would have to negotiate their differences. In this way, the republic would create a system of government in which the majority would rule but the ideas of the minority would have to be taken into consideration. Numerous factions would also mean that no one group would be able to take complete control of the government and this would give rise to what Madison called “politics,” namely, the art of governing.
