He was a son of Poseidon who was gifted with prophecy. Zeus, angry that he revealed too much of the plans of the gods, punished Phineas by blinding him and putting him on an island alone with an endless buffet of food. Each time he tried to eat, though, a pair of harpies would come and steal whatever food they could, spoiling what remained behind. This treatment went on until he was discovered by Jason and the Argonauts. Jason sent the sons of Boreas (who could fly) after the harpies, but at the request of Iris, did not kill them. Now free from his torment, Phineas told the Argonauts how to get past the Symplegades (the Clashing Rocks which were at the entrance to the Bosphorus - the straight that separates European Turkey from Asian Turkey).
Harpies are the hounds of Hades, so I guess they are from the Underworld.

Apollonius of Rhodes wrote a poem about Jason and the Argonauts. In this poem, Iris promised that the harpies who were her sisters would not bother Phineas if the argonauts would not kill the harpies.

Zeus punished Phineas for revealing the secrets of the gods to mortals, a violation of divine law. As a result, Zeus sent the Harpies to torment Phineas by stealing his food before he could eat, as a form of punishment for his transgression.
In Greek mythology, Phineas was a son of Zeus who had the gift of prophecy. He told too much to the mortals, and was punished by having harpies steal his food before he could eat it. He was eventually rescued by Jason and the Argonauts.
Every supernatural creature was believed to have a natural weakness. A superntural allergy, if you will. Harpies were said to fear brass, some texts claiming to the point that the "loathsome harpies would flee the sound of brazen instruments." It is most likely due to the fact that brass and bronze were common in Greece and Rome, used to make weapons and everyday items.
The Harpies aren't associated with a specific god in Greek mythology. They were the daughters of Thaumus and Electra, and only seem to exist as a pestilence to Phineas, the prophetic king of Thrace.
