If this is really an antique, and maybe Thole painting or something, I would look for a professional restorer.

Yes, the seeds are edible.The seeds of sunflowers are and have been eaten for years, if not for centuries. it is both because it was painted in the time of the event and also people can look at the paintings and do a similar one to it, so it is after the event
well you have to look at the lighting and the clothing. this painting is different from other royal family paintings, in most royal paintings the person that is painted looks important and like everyone loves them. in this painting The Family of Carlos IV the people don't look as important as if the painter disliked them ..
