According to the Roman semi-legendary story of the foundation of Rome, the city was founded by Romulus, who was both the founder and the first king of Rome. Modern historians are sceptical about this story because of its semi-legendary character and have dismissed the idea of that Romulus actually existed. They have also have been sceptical about the Roman tradition's semi-legendary account of the next two kings of Rome and the date of the foundation given by the tradition (753 B.C.). They have argued that the given date is too early and have placed it in the 6th century. In the eighties archaeologists found a gate of a wall in the north-western corner of the Palatine Hill which dates from the second quarter of the 8th century BC, which is the period of the foundation of Rome given by the Roman tradition. The semi-legendary story said that Romulus built as a wall around the Palatine Hill as part of the foundation of the city. In 2000 archaeologists also found the oldest regia (royal house) and the oldest Temple of Vesta, which have also been dated to the second quarter of the eight century. Nevertheless, historians are still reluctant to accept the story of Romulus. An American archaeologist said that the finds do not prove that Romulus existed.

Modern Historians agree that the foundation of Rome involved a process of coalescence (coming together to form a whole). That is, Rome was formed through the unification of separate and independent settlements of the hills which were to become the seven hills of Rome (the Palatine, Capitoline, Caelian, Esquiline, Viminal, Quirinal and Aventine) into a single city-state.
