The Romans brought unity to their empire by language, law and the army. Latin was the official language of the empire, (Greek for the educated and the diplomats), All provinces were governed by Roman law and were protected by the Roman army.

The Roman Empire comprised itself of mostly displacing the current governments of the era through military force and then entrenching themselves into the host nations society so deep that it is hard to replace them without the nations people feeling the loss. Through the use of their technologically stronger military - use of their many siege weapons to level fortresses and the organisation of their troops led to many victories. First of all though you have to look at the current world situation at the time, to the north you have the fragmented gauls, the east you have the fragmented greek empire. Whereas Italy at the time was fairly stable and united once the Romans conquered it. At the time before the Marius reforms the troops that they were sending out were not only drilled and trained also had other tradeskills such as masonry and woodwork enabling the Roman troops to not only conquer the nation but also raise up Roman infrastructure wherever they go without a following trail of artificiers and the logistical problems they entail.
