The gladiatorial games (the Colosseum was an arena for these games) were free. So were the other popular games, the chariot races. The Roman elites believed that the people had to be entertained to keep them happy and prevent the poor from rioting. The games being free enabled the poor to have access to them. The games were financed and organised by the emperor, officers of state or rich men. This was a means to show benevolence and largesse and to seek popularity, as the games were very popular.
