The Ostrogoths were a Germanic people. They were the Goths of the east. The Goths of the west were the Visigoths.
Germanic is a language group which comprises German, Dutch, Danish, Norwegian, Swedish and English. These Germanic peoples were the ancestors of the people who speak these modern languages

Depends on who you are calling 'barbarians'. But an early example was the Normans who created the Republic of Iceland that exists to this day.

The western part of the Roman empire was invaded by the Vandals, Alans and Sueves in 406 AD. Later the Ostrogoths took over Italy. The Angles, Saxons, Jutes and Frisians migrated to Rome in waves and took it over. The city of Rome was sacked three times, by the Visigoth, the Vandals and the Ostrogoths.

The emperor of the eastern part of the Roman Empire, Zeno, sent Theodoric the Great (the king of the Ostrogoths) to invade Italy to depose a usurper there on his behalf. Theodoric did not want to be a Roman. The Ostrogoths had been allowed to settle inside the Roman Empire and had became romanised, but they were also proud of being Ostrogoths. Theodoric ruled a kingdom of the Ostrogoths which covered Italy and most of the former Yugoslavia. He did not interfere with the Latins of Italy and let them to administer themselves. He wanted to revive the western part of the Roman Empire and carried out important public works, but did not want to become a Roman. He was an Arian Christian, a Christian denomination which was around at the time, and refused to convert to Catholicism. This also shows that he did not want to become a Roman.

Ostrogoths
If you are referring to the city of Rome, as opposed to the Roman Empire, three Germanic peopled sacked Rome. The Visigoths in 410, the Vandals in 455 and the Ostrogoths in 546.

Basically, what happened, was the following. Justinian I wanted to place the Papcy in charge of Rome. He wanted to move from the Byzantine empire over to Rome. He led his forces in battle against the Ostrogoths and the Vandals. These were Barbarian groups that had adopted the Aryan syle of Christianity. He thought he was protecting Catholics when he was driving the Ostrogoths out of Rome. The Battle of Rome was fought in 537AD. The Papacy finally became the law of Rome so to speak when the Ostrogoths were driven out in 538AD. The Papacy at this point had taken power.
