About the only "crazy" thing that Nero did in Rome was the building of his Golden House. Outside of Rome, he performed in plays on stage, took part in contests, and drove chariots. These things outraged the aristocrats but endeared Nero to the general public. By the way, the Golden House was only a crazy thing to the aristocrats; in reality it was a masterpiece of architectural innovation and engineering.
He also gave his favorite horse the position of consul. And while Rome was burning in 64 A.D., he was said to have played the fiddle while his city burned down.

He then made an urban plan with houses built with brick, on wider roads and faced by porticoes. Suetonius, who was not even born at the time of the fire, and Cassius Dio, who lived about 100 years after the episode, alleged that Nero set Rome alight. According to one legend Nero played the fiddle during the fire. However, the fiddle did not exist in Nero's time. Nero was popular with the poor, but hated by the rich. There are some estimates that the fires burned down between 60-70% of old wooden Roman structures.

After The Great Fire of Rome, it has been recorded that Nero rebuilt Rome to be much awesomer than it was before. Unfortunatly, he used a large portion of land to build a massive castle for him to live in, which caused the rumour that he hated Rome and burnt it down so he could create his awesome mansion. Saying this, He then blamed the Christians, and persecuted them. According to Tacitus, he would set light to the Christians and use them as torches during garden parties. That is the information, use it to make your own decision. Suetonius, Tacitus, Cassius Dio and a few other ancient sources wrote about Nero. Be careful to check there reliability (eg. Bias, experience in writing, understanding of politics/topic of discussion).
