For the average Roman the law meant punishment for crime or transgression of rules or a channel for litigation. Roman punishments were very harsh and hit particularly average people and the poor. Rich people got away with just a fine.

The written codes allowed them to understand what the laws were - previously only the aristocracy - the patricians - knew the unwritten codes, which put them at a great advantage, as lesser people had to go to a patrician and get them to sort out legal problems and represent them. In doing this they became clients of their patrons, and owed obligations to support them politically and financially.

This change began the rise of the non-patrician majority - the plebs - who gained entry to the Senate and progressively gained more power, until the patricians faded out during the casualties of the Civil Wars, and patrician became an honorific title, leaving the plebs the power - that is until popular power faded under the principate when the rulership became more and more authoritarian.
