Claudius undertook the first major expansion of the Roman Empire after Augustus. He annexed the provinces of Thrace (in north-eastern greed and eastern Bulgaria) Pamhylia and Lycia (both in Turkey) and Judea. He completed the annexation of Mauretania (northern Morocco) by defeating rebel forces. He sent the general Aulus Plautis with four legions to Britannia in response to an appeal for help by an ousted allied king. This was the beginning of the conquest of southern England. Claudius joined the invasion bringing reinforcements and elephants. Claudius extended the summer and winter terms of court sessions by shortening breaks. He also legislated for the plaintiffs to remain in the city while their cases were pending as well as the defendants who were already required to do so. He rose the minimum age for jurors to 25 years. He issued laws in which slaves who were abandoned because they were sick were to receive treatment and if they recovered they were free. Previously slave owners reclaimed the slaves they abandoned if they recovered and the slaves received no treatment. Masters who killed slaves instead of treating them were made liable to be charged with murder.

Claudius undertook many public works around the empire. he completed the construction of the aqueduct of the Aqua Claudia, restored the Aqua Virgo and built the Aqua Nova. He built roads and canals, including the road from Italy to Germany and a canal from the river Rhine to the North Sea. He built a new port for Rome on the coast at Ostia and a canal on the Tiber leading to the north of the port. This project also reduced flooding in Rome. Building a new port was intended to provide storage for grain to resolve grain shortages which occurred in winter, after the end of the shipping season. He also granted merchants who took the risk to travel to Egypt in the winter to fetch grain special privileges. Claudius also repealed a tax on food introduced by Caligula and reduced taxation on areas affected by drought and famine. and they received no treatment.
