It depends on what time you're thinking of. The Roman empire began relatively small and then grew as Romans began their conquest of the area around them. This is why there are Roman walls in England still and why Italian, Spanish, and French are all Romance languages.

Ancient Chinese culture began with 4 relatively small groups of people all centered around the 2 most prominent rivers in China.

Modern China is much larger than modern Rome; it's only a city.
