In archaic (early) Rome the patricians (the aristocracy) ensured labour from the poor (who were commoners) through debt bondage/slavery (nexus). The poor were locked into perpetual indebtedness at unaffordable levels so that debt was repaid through labour services. This was a system which lent itself to the abuse and rebellion.

The first rebellion of the poor plebeians in 494 BC occurred because the patrician-controlled Roman state refused to meet their demand for protection for defaulting debtors from creditors (who were patricians) who imprisoned them, tortured them and sometimes sold them as slaves. This situation was the result of the nexus and the fact that before any rebellions, the patricians thought that they were entitled to do anything they liked and get away with it. The rebellion was against the abuse, rather than the nexus as such, which was probably considered legitimate. Moreover, the nexus was based on the fact that the poor needed credit in the first place. Debt bondage disappeared when it was replaced by the emergence of an abundant supply of slave labour.

What was the rule by the people in Rome?

During the period of the Roman Republic the consuls (the two annually elected heads of the Republic) and the senate claimed that they governed on behalf of the people. The emblem of the Republic was SPQR, which meant the Senate and the People of Rome (Senatum Populusque Romanum). In reality the Republic was an oligarchy. The Consuls were elected by the Assembly of the Soldiers, which had a voting system which favoured the rich, who had a much larger share of the vote and voted first, which meant that the resolutions were usually determined before the poor even had a chance to vote. The senate was not an elected body and was composed of aristocrats and rich commoners who were former executive officers of state.
