1: An influx of barbarian peoples from the Eastern steps, like the Huns, Vandals and Goths, who's methods of warfare were different to what the Romans were used to dealing with. The Romans were very good at fighting set formal Battles, but were not so capable of dealing with skirmishing forces which eventually wore them down.
2: Economics, the Roman Empire was built on the back of cheap slave labour, it was tradition however to free loyal slaves after a lifetime of service or upon the owners death, though not always the case.
Slaves were usually captured in wars, when the Roman Empire ceased to invade other countries the amount of slaves they took was reduced, their economic model went into decline as a result.
3: Incompetence at the highest level of government. The people in charge simply became to comfortable, too self assured of their own superiority. Eventual this hubris cost them an empire.
The two emperors who tried to restore order in the Roman Empire were Diocletian and Constantine I (or the Great).
Constantine split the Roman Empire into the Holy Roman Empire and the Byzantine Empire. He worked very hard at removing any legal restraints that prevented the emperor from exercising unconstrained power. He spent lavishly on luxurious housing for himself. The reasons for the fall of the Roman empire can loosely be divided into two parts -- corruption and lethargy from within and pressures on the borders from without.
The Western Roman Empire and the Eastern Roman (Byzantine) Empire.
There were several reasons for the fall of the Roman Empire. One of the principle reasons was the split of the Empire into two parts which began with Diocletian. The true answer to the question is still up for debate but I am a historian and the down and dirty answer is this: The Roman government got complaisant and stopped caring about expanding and governing the Empire. This allowed outside forces to put pressure on the Empire and eventually invade and conquer Rome.
Yikes! There were too many to list accurately. A study was made some time ago at a German university and they came up with 210 reasons for the decline of the Roman empire. Some of them are trivial but others are more accurate. Bear in mind, though, that there was no one reason, but a combination of reasons and the problems did not come up all at once. Some took well over two hundred years to finalize their destruction. Here are a few of the main reasons: ineffective leadership, size of the empire with too few troops to protect the borders, lack of motivation in the provinces to become Roman citizens, (Caracalla saw to that) devalued currency, craving for costly goods from the East (India and China) which caused an outflow of money with no means of replacing it.
