That is true, the roman empire peaked at that time. But later, the eastern roman empire, or byzantine empire, controlled most of the old roman empire plus some territory to the east, but I think that the best response to that question is 117 AD

It was about 116 a.d. It was just before Hadrian became emperor. Trajan had conquered most of Scotland and a large part of Persia. Hadrian pulled the Roman forces back to the border of Iraq and the border of England. He also got the Roman troops out of Germany.
