This is a particularly hard question because there was a slow progression from small mud huts with thick walls to wooden pole wall fortifications to stone wall fortifications. However, even then is it a "castle"? You have to define a particular fortification, as the first "castle", before you can say who created the first castle.

Servants or slaves of the king or villagers were forced to work long hard hours to make a castle fit enough for the king the kings people wouldn't pay them or if they did it would be a very small wage xx by Amber xx rock on doods xx haha

The Normans brought castle building to England when they invaded in 1066, but they learned the techniques from the French who had been doing it for almost two hundred years before that time.

In Medieval England, it was William the Conqueror who introduced castles to England. He did so in 1066 CE, after the victory against King Harold in The Battle of Hastings.
