First Sheppard's would shave their sheep to make wool and then it was given to weavers to spin on spinning wheels to make thread. then women would weave them to make burlap and then tie it off with string.

They were made by the people who wore them. For the wealthy a seamstress would be hired, but for others they did it themselves.
