There have been many Emperors through the ages, including the Emperors of Rome, the Chinese and Japanese Emperors, and the Emperors of Africa, France, Britain, Bulgaria, Germany, India and Russia.

Indian Emperor, Ashoka the Great (304 BCE - 232 BCE) is often cited as the world's greatest emperor of all time.

Of course, we need to ask, 'By what criteria should we define greatness?', and, 'What does 'Emperor' mean?' If Emperor means an absolute monarch of an empire, then maybe we should take a wider view of the question, and consider who was/is the greatest ruler of all time?

Which ever ways we approach the question, opinions will doubtless differ. With regard to our present time, there are no Emperors alive today except Japan's Emperor Akihito (1933- )

Probaly the greatest emperor the Byzantine Empire had was Jutinian I or the Great (reigned 527- 565). Historians see his reign as a distinct period of Byzantine history. It was a period of conquest, splendour, great prosperity, important public works, administrative and religious reforms and imperial unity.

Greece was comprised of hundreds of independent city-states which formed various changing leagues for self-defence. There was, therefore, no emperor or king. Each city had it's own form of government until they were absorbed into the Roman Empire.

This is a question that is open to many opinions. Some will say Augustus, some Vespasian, some Trajan and others say Hadrian or Constantine. I have to go with Augustus as the greatest because he started the principate and had a long reign to enforce it. Under Augustus Rome flourished in many ways. The Romans themselves held him in the highest regard, with all following emperors taking his title which was Augustus, and his last name which was Caesar.
