In 1863, President Lincoln's visit to the town of Gettysburg, occurring four months after the climactic battle that had taken place there, had a twofold purpose. As stated in his now-famous "Gettysburg Address", it was, first, to dedicate a portion of the field of battle in honor of those who fought and died there for the cause of freedom. Secondly, it was to inspire "increased devotion" in Northerners to the cause of freedom still being waged in the ongoing war.
He gave the speech as a verbal commitment to preserve the union and to reiterate the equalities of people as stated in the Declaration of Independence.
After coming under Confederate artillery fire, the Union garrison was evacuated, and Lincoln retaliated by calling for 75,000 volunteers for the Union army.

The Battle of Gettysburg was a long, gruesome battle. However, it was certainly a turning point that determined the war's eventual outcome. The North, who had been losing most of the important battles, regained morale after coming out as the winner at Gettysburg. It led to the North's win of the war.
He said it on November 19, 1863. He was the second speaker and was told to have a short speech because people were coming to hear someone else not him. His speech was 2 minutes long and less than 300 words. The other speakers was 2 hours long. But Lincoln was amazing because that very short speech that people expected more from turned out to be a very great speech.
