Absolutely, but to be more precise, you could say France won WW1. Especially when Joffre saved France (well Paris, but with Paris taken I believe France would have fallen shortly after) at the first battle of the Marne by forcing Von Kluk into retreat, thus setting the trench lines for the next 3 years.
At the beginning of WW1 France had the largest standing army of the allied side. This was a war of attrition, thus the country with the biggest army is obviously the deciding factor in the war.
I think its also imperative to mention the Canadian army, which although small, prevented the Germans from reaching and taking the Channel ports in 1915, and took Vimy ridge in 1917 via tactical genius and rigorous planning (the invention of "cover fire" took place at Vimy ridge.) Later in 1918 the Canadian units were grouped together and used as shock troops to crush first line defenses and open up gaps in the German lines which other larger allied armies could hold and take advantage of.
And the late arrival of large numbers of fresh American troops in 1917 swung the war in the Allies favour for good.
