During World War I the Germans used many different types of naval weapons including a large fleet of battleships. The most effective naval weapon that the German army had was the merchant u-ship submarines.
The U-boats were pretty successful. And they were devastating in WW2.

A survey taken among soldiers and their commanding officers after World War I voted the machine gun the most effective/devastating weapon of that war. A similar study done after WW II named field artillery to this dubious honor.
