Congress had to make a big concession to the South, to get their agreement for the first coast-to-coast railroad to go via Chicago, instead of New Mexico.

The South had complained that old Fugitive Slave Law of 1793 had fallen out of use. So Congress offered to bring in a new Act, to enforce the arresting and returning of runaway slaves to their owners.
