President Johnson was a (southern) democrat while Congress was Republican.

The difference in views got in the way, and there were many disagreements.

Johnson vetoed a lot of bills (that congress wanted to pass) which would have helped the African Americans gain rights and freedom.

Johnson was not for reconstruction and he didn't want to free the slaves.

This is one reason why Johnson was impeached-because congress strongly disliked him.
