Obviously, ever since Hitler came to power in 1933, Jews had been persecuted, first in Germany and then in the various countries annexed and invaded by Germany. Important 'milestones' on the road to the Holocaust include the establishment of ghettos where Jews were forced to live in intolerable conditions (Warsaw, Lodz, Krakow).

The "Final Solution" was conceived by the Nazi's during WW2 which ended in 1945. It is hard to say exactly when the Holocaust started. It started slowly in the 1930's with more and more restrictive regulations for the Jews, etc. No one was getting killed, but the victims were being isolated from the rest of the population, making them easier to deport and kill later. Most historians date the actual genocide of the Jews from 1941-45.
