Savannah was occupied by Union forces on December 22. 1864. These forces were led by Civil War General Sherman.
For the Union: to occupy Western Tennessee, prior to liberating the Mississippi. For the Confederates: to stop this happening.
The Atlanta campaign led to the war ending because the union marched through several states and destroyed them all and then when they got to Atlanta they destroyed the railroad so no transports could get through

Sherman was the union general in Atlanta.
The main goal of the Union in the capture of Atlanta was to disable its railway network, cut off supplies going to Confederate general Johnston's army, and occupy a major Confederate city. By doing so and occupying Atlanta for over a month, Sherman dealt a psychological blow to the South. The fall of Atlanta, led the way for Sherman to battle on to the port city Savannah, Georgia.
Atlanta Neighborhood Union was created in 1908.

Because Sherman had managed to keep Bedford Forrest occupied in Tennessee, and unable to cut his supply-lines, to try and pull him back from Atlanta. The newly-appointed Confederate commander in Atlanta, John Hood, failed in his attacks on the two widely-separated Union armies, and escaped into the mountains, leaving Sherman to occupy the city. This gave a major boost to Lincoln in his election campaign.
Actually, Union troops did occupy Tennessee in the Civil War. Some of the cities that were occupied were Murfreesboro, Gatlinburg, Nashville, and Chattanooga.
After the WW2 Soviet Union occupied Romania for 13 years.
