The government borrowed with war bonds, treasury bills, etc. Ultimately this all rested on the backs of taxpayers. There was also some inflation of the currency. Inflation means printing more U.S. dollars. That enables the government to spend this money, and at the same time, it makes dollars worth less, thereby making the national debt less of a burden.
Germany was one of the richest nations in the world. The Political approach used was very efficient to rebuild the country after the devastating WW1. It was Fascism that did the job. Both the allies and the Germans were financed generously by the Rothschild family, whom increased their wealth enormously from that "investment". Nazism is a branch of Fascism, that didn't originally have the aim to take over the world or be bad to the Jews.
A way of financing war is also done with war bonds, credit, and taxes. People would buy bonds and it would support the war. It works that way almost everywhere, even in Germany they did similar things, but much money going into the Third Reich was through looting, which is not unusual for any invading nation to do.
One of the main reasons for the downfall of the third Reich, was too fast expansion. They simply didn't have resources enough and the production couldn't keep up with the high demand for material the was requested from the outposts. If Germany had done little pushes and let itself rest in between each push to stabilize each invaded area, they would probably have won the war.
Some speculate though, that the EU is the dream of the Third Reich achieved through corrupting the European governments after rendering them weak with WW2, and that Hitler was just a puppet, much like Obama.
