At the beginning of the Civil War, the North had more than enough men, (due to volunteers), to the point where they had to be turned down. This was because Lincoln had only wanted a limited amount to fight at first. The thought at the time was that the Civil War, would only be a 'small' fight to preserve the union and would never turn into a mass blood bath.

Midway through the war however, the men that once volunteered, no longer would come. This was due to the high amount of deaths and casualties. Because of this, the North had to issue the Conscription Act ( the first military draft in US history. )

As far as outfitting the army, ( or providing with necessities,) the North had an easier time doing so than the South. The north was an industrial region, and could easily build all their needed parts. They could quickly supply themselves with guns, food, and clothing thanks to the factories. Of which, kept working even through the war due to women, and immigrants.
