At the beginning of the Civil War, the North had more than enough men, (due to volunteers), to the point where they had to be turned down. This was because Lincoln had only wanted a limited amount to fight at first. The thought at the time was that the Civil War, would only be a 'small' fight to preserve the union and would never turn into a mass blood bath.
Midway through the war however, the men that once volunteered, no longer would come. This was due to the high amount of deaths and casualties. Because of this, the North had to issue the Conscription Act ( the first military draft in US history. )
As far as outfitting the army, ( or providing with necessities,) the North had an easier time doing so than the South. The north was an industrial region, and could easily build all their needed parts. They could quickly supply themselves with guns, food, and clothing thanks to the factories. Of which, kept working even through the war due to women, and immigrants.

It made big news in the North and raised morale, even though it actually represented a failure to destroy the Army of Tennessee before it reached Atlanta.
Selective Service Act!
It basically means 'mobilised' an army.
NVA-North Viet Army ARVN-Army Republic South Vietnam During the Civil war, the South were the Confederates, and the North were the Union
The Union or the North had a huge advantage over the Confederates or South in terms of population. The Union had 23 million white residents while the Confederates only had 5 million. Add that every state that seceded from the Union also outfitted a regiment of Union loyalists who fought for the North and you are left with the major reasons why the Civil War was eventually won by the Union.
