During WWII and Vietnam. Yes, during WWII and the Vietnam War, but to be more general, the military draft is used whenever the U.S. does not have enough voluntary recruits (meaning, when there are not enough volunteers). So, it could be argued that the military draft is used to "force" people into the army to defend their country. It has not been employed since the early 1970's.
They declared war on Germany with France. I don't know the date.
Yes. Initially there was a draft where all males of the appropriate age were eligible for the draft unless they were physically or mentally unfit, or had a deferment (formal excuse) such as being a college student. Later the Draft Board started a lottery, all were given numbers drawn from birth dates. Then they started to draft at #1, then 2, and so on until they had enough people to staff the military for the war effort.
Well, honey, the main difference between the draft laws of the Union and the Confederacy was that the Confederacy implemented conscription much earlier in the game, while the Union took its sweet time getting on that bandwagon. Also, the Confederacy exempted certain groups like overseers and planters, while the Union was like "nah, everyone's gotta serve." So basically, one side was all about that early bird special, while the other side was like "equality for all...except y'all exempt rich folks."
