What are lend-lease payments?

During the mid-1930s, with it becoming clear that war was coming soon to Europe, the US Congress passed a series of laws aimed at keeping the US out of war. These "Neutrality Acts" disallowed the US from getting involved- it even made it illegal to sell weapons and ammunition to anybody involved in a war. Fast forward to 1941. Nazi Germany has overrun much of Europe. France has been defeated and occupied. President Roosevelt, despite the Neutrality Acts, wanted to help the British. So he was able to get a new law passed, which is nicknamed the "Lend-Lease Act". This law got around the Neutrality Acts by not selling weapons. Instead, the guns, tanks, ships, planes, etc were given to countries on the Allied side- mainly Britain and the Soviet Union- and those countries were supposed to give them back after the war was over. They were also supposed to make lease payments, just like if you rent a car or an apartment. However, the reality is that the US was more interested in winning the war than collecting the payments or equipment. After the war, a lot of the debts were ignored or heavily discounted, and those other countries often were allowed to keep most of the equipment they were given under the Act.


What was the Lend-Lease Act and how did it conflict with the U.S. policy of neutrality?

The Lend Lease Act was an American law passed in spring of 1941, before Pearl Harbor and the entry of the US into World War II. The law allowed President Roosevelt's administration to give supplies to countries that the President felt were necessary for the US's defense. The premise was that the US would give these countries tanks, airplanes, ships, bullets, and so forth; after the war ended, these countries would give those things back, or would lease them (that is, pay rent). President Roosevelt once described it as if you had a garden hose and your neighbor's house was on fire- you wouldn't demand payment for using your hose, you'd let him use it, and then he gives it back after he's done putting out the fire.In the end, the US pretty much just gave these things away. Very little was returned, and hardly any leases were paid- and they were usually given huge discounts, upward of 90%, even when they did pay back. Defeating Germany, Italy, and Japan was more important to everyone involved.It conflicted with the American policy of neutrality because it was indirectly getting the US involved in World War II. Seeing what was happening in Europe in the mid-1930s, Congress passed a series of laws disallowing the US from getting involved in the event of a war. The Lend Lease Act was a way around that. The Neutrality Laws disallowed the President from selling weapons to, for example, Britain after the war started in 1939- however, the Lend Lease Act got around this by "lending" the weapons. The Brits and Russians weren't buying them, they were borrowing them.
