It is not known who might have first found Japan before people were able to communicate in writing. The legend is that Japan was founded by a Emperor Jimmu in 600 BC. It is a very old city.
Emperor Jimmu was the first Emperor of Japan, according to legend. His accession is traditionally given as 660 BCE. He was credited with being a descendant of the sun goddess Amaterasu by her grandson Ninigi, and a descendant of the storm god Susanoo.

Japan could originally have been considered as part of China but in 660 BC Emperor Jimmu first founded the the nation of Japan. The Meiji Restoration ( 1868 ) restored imperial rule to Japan in 1868 under Emperor Meiji. On the 3rd of May 1947 the current constitution was adopted as amendment to Meiji Constitution. Q.E.D. Japan has always been a sovereign state so there cannot be an Independence day for Japan.
The leader of Japan can be identify in two ways which is either the first emperor or the first prime minister. For reference, the country's first emperor was Emperor Jimmu (February 18, 660 BC to April 9, 585 BC) and the first Prime Minister was Ito Hirobumi (December 22, 1885 to April 30, 1888).
Although the United States occupied Japan after WW2, most of the Japanese do not regard it as such, and they do not have an independence day. Some Japanese believe they have been independent since the beginning of the history without any control of foreign powers.
