This is an opinion type question. The 'best army" in Europe before WW1 could be determined by looking at the performance of the army in the First World War.
Overall the German Army performed better during the war (from top to bottom). So I would say the German Army was the best before WW1.

Eisenhower was in the army in world war 2
Before World War I, the nation with the largest army was the Russian Empire. The Russian army was one of the largest and most powerful in the world at that time, with millions of soldiers and vast resources at its disposal. This military strength played a significant role in shaping the geopolitical landscape of Europe leading up to the outbreak of World War I.
I think one result was that Germany had the strongest army in Europe, and the second strongest navy (only second to England)
The belief that your nation should have the strongest military/navy/army in the world.
American soldiers were referred to as dough boys in Europe during World War 1. It is thought they got this nickname because of the famous fried dumpling that was called a dough boy.
