Well, it began with Japanesse invading all island based natiosn or forts. But it didn't involve the united states till they luanched a sneak attack on pearl harbor. But yea, it began in Jepan.

This leads me to believe that the date is December 10th, 1941 that Roosevelt was able to declare war on Japan.
