There were example were "air fleets" cripiled sea going fleets but most of the time the fleets were ambused to overcofidence, ex. Pear Harbor or had improper defeinces ex Price of Wales. History has shown that if a nation is willing to comit seriour effort to air defeances naval fleets can acheive "air surpramcy." a good example is the end of war battles in the pacific were the U.S. Navy acheived a 99-100 AA Gun Kill ratio with procmity fuse shells, or the Admerial Schneeir Raid were only two minor hits were scored and one British Bomber survied. If fleets were willing to invest in defenses and take air power seriosly naval power could be useful.

World War 1 was the first war that had combat take place in the air. Biplanes brought German and Allied pilots into combat in the air. German technology had the advantage as the guns attached to their planes held more ammunition and were less likely to missfire. (I need a little more time to find the resource to back that up but that is my recollection of my research.)
