Many were. Read the book 'Summer of My German Soilder', by Bette Greene. All the major participating countries in World War 2 (including Germany, Britain, France, the USSR and the US) had conscription (complusory military service). That doesn't necessarily mean that the soldiers were fighting 'against theri will'. Germany HAD THE MOST WELL EQUIPPED AND BEST TRAINED SOLDIERS ON THE PLANET. THE WAFFEN SS WERE AN ELITE FIGHTING FORCE FOR GERMANY THAT RARELY SURRENDERED. THE GERMAN PARATROOPERS WERE SAID TO BE ANOTHER ELITE FORCE FOR GERMANY.
Many question why the German army was so big, heres the answer. Hitler decided that his army wouldn't last long if it was voluntary so he decided to start the conscription by sending in men in their 18-26 then when those died he would send in the 27-33 then when those died up to 34-44 then 45-54,55-64, then he would start by 15-20 all again.
