Many signed up because it was expected. Whole streets of men, churches of men, factories of men, signed up together, in Pals regiments, and were slaughtered like cattle. A group of 18 of the 'Grimsby Chums' were found a few years ago, still with arms linked in death as they had been when they went over the top.They signed up because they had no idea what they were signing up for. They signed up, were slaughtered and denuded the whole country of men, leaving widows and spinsters to grieve for the rest of their childless lives.
People would sign up from anywhere often even from football matches or you could go down to a sign up area near where you lived. some people would sign up in groups with their pals so that they wouldn't be alone with no friends on the front line/ in the trenches. The government even put up posters to make men feel like they had to sign up e.g. they made this poster which was designed to look like this man on it was pointing at you wherever you were in the room.

I'm not sure which war you are speaking of but it would depend on if the draft were in place. If the draft was in effect then, yes, people were made to go to war when their draft number was called up. If the draft was not in effect, then no, they were not made, by the government anyway, to go to war. Conscription (aka the draft) was used from colonial times until the Vietnam War; it ended in 1973 although all young men do have to register with the Selective Service System even now. Attempts to reinstate conscription have not been fruitful though.
