At the bottom. No, seriously, it wasn't strictly an armistice, it was an unconditional surrender, and the job was done at SHAEF*, a schoolhouse in reims, France. * Supreme Headquarters, Allied Expeditionary Force

Many American officers were outraged about the Battle of the Bulge. They waited however for the war to end before they let their feelings be know. One American officer ( and he was not alone ) described the battle as a costly and tragic disaster that was wholly unnecessary, and due to the utter failure of :1. The SHAEF, Headquarters Twelfth US Army Group and2. Headquarters 21 Army Group British. The SHAEF was the Supreme Headquarters Allied Expeditionary Forces. Many officers were more than highly critical of the military intelligence that let the soldiers lose so may troops. Many claimed that the intelligence failure was worse than Pearl Harbor.

The term military/industrial complex was first coined by outgoing President Eisenhower, former WWII 4 star general and head of SHAEF, supreme commander of the army expeditionary forces in Europe. He had the knowledge from both the military and political side to know of what he spoke. Yes, the military industry is necessary to provide the best arms to our fighting forces. No, those same industries have and use political influence to guide spending decisions, which should best be made without them.
In War II the acronym used was SHAPE- Supreme headquarters, Allied Powers in Europe. Under NATO may still be used. there was also- SHAEF ( pronounced Shafe which is not a word!) Supreme Headquartes, Allied Expeditionary forces- and the E could also stand for Europe- this was headed up by General Eisenhower at the time of the Normandy Invasion. (Ike) was accused of ( winning the war on the Golf course) by political foes!
