She represented the value of women in the workplace. Since men had left the country to fight in the war, and production had increased since more tanks, weapons, and airplanes had to be built, there was a mass opening in jobs, and women then moved from the household into the labor force to take those jobs. Rosie the Riveter symbolizes that transition.
