Americans tend to say it was Ronald Reagan. I prefer to point in the direction of the Soviet economy, which stagnated after an expinsive weaponary race. Gorbatsjov thought himself forced to reform the Soviet economy with his "perestrojka" policy. That caused the definite fall of the economy. On the same time, the Soviets were unable to sustain a strong grasp over their sattelite states in eastern Europe. Gorbatsovs glasnost policy let slip of the strains that hed eastern europe. So soon afterwards, the wall came down in Berlin which marked the end of the cold war.
The Cold War ended in1989,with the tearing down of the Berlin Wall. When Mikhail Gorbachev assumed power in the Soviet Union in 1985,the end of the Cold War was near. When Poland elected a non-communist government, they expected that Gorbachev would roll in with tanks, but he refused. This was the beginning of the end of the Cold War.
Richard Nixon helped stop the cold war because of money. Both sides had to step down because it was too expensive. The Soviet Union physically could not afford t decades of over spending. The low economic productivity, and its inability to trade successfully with other countries left its economy in ruin countries left its economy in ruins. The U.S had problems because they had allies that were talking to communist countries.
The U.S could have continued. But the voters were unable to justify and there were too many other demands. Although Washington wanted to spend over a gazillion of dollars. People back then actually wanted to become communists! Russia could not afford the costs to feed, or pay their military anymore.
In 1989 the Berlin Wall came down and the Soviet Union broke apart, so there was no longer a communist Russia to oppose.
